The scrap over the 11th plan seems to be a difficult and long ione and we are settling in for the long haul. the
MTA is due in the next month or so and so the time is ripe to put in
our 2 bits on the situation. the Planning Commission Dy chair who met
us with a rather graceless and i must say insipid response still
acceded that the situation was really not what it should be and thus
needed immediate attention. The NAD in the mean time has circulated a
letter to all MPs in the Lok Sabha and pushing for a question in the
